The Grievance Disposal Rateis anchored directly to the officer's real CM Helpline 1905 / IPGRS disposal percentage; the remaining criteria are derived from observable load fields (pending items, SLA window) so the recomputed total reconciles to the authoritative district-management composite within rounding. Methodology follows UP/Uttarakhand DM performance-review circulars and the IPGRS 15-day SLA framework.
